    ومن جهة الخطوات العملية، فإضافة إلى القواعد التشريعية التي أشرنا إليها فقد تم إنشاء مصلحة مركزية للأحوال المدنية تتبعها فروع ومكاتب أنشئت في مقار التجمعات السكنية وعلى مستوى مناطق الجماهيرية الحضرية منها والريفية والنائية. ويبلغ عددها 216 مكتباً موزعة على مختلف مناطق الجماهيرية.
